Every two years The Exoro Group publishes the Precinct Caucus Meeting Training Manual. The manual is designed to walk individuals through the steps necessary to attend and get elected as a delegate at local precinct caucus meetings.
Utah's election system is somewhat unique. It begins with precinct caucus meetings at neighborhood levels, where the decision-makers are anyone at least 18 years old, and willing to get involved. This system allows any voter to help make major policy decisions and choose candidates on behalf of thousands of their fellow citizens. The caucus system empowers average people, if they just make the effort to get involved. Citizens who are well informed, thoughtful and motivated are the key to a thriving community.
