Consultants > Carter LivingstonCarter Livingston specializes in political consulting and lobbying, with a focus on business and public policy issues in the West. He has managed several voter initiative campaigns and conducted political training in several states.Carter put statewide coalitions together and helped frame the winning message to defeat Initiative 1 during the 2002 Utah general election. The initiative would have levied a special tax against one nuclear waste company. His side won by a 70 percent to 30 percent margin. In 2000 he managed the statewide Utah Initiative B (Asset Forfeiture Reform), which also won by a 70-to-30 margin. He worked with Qwest during its merger with US West. Later he helped Qwest establish a grassroots coalition of 2,500 businesses, individuals and organizations to support the companys successful reentry into the long distance business. Carter moved to Utah in 1996 to manage the successful Zoo, Arts and Park (ZAP) initiative for Salt Lake County. He is continuing his work with the arts and recreation community and lobbied the 2003 Legislature to pass legislation with the goal of reauthorization of the 1996 ZAP initiative, which will be on the ballot again in 2004. Carter began his political career working at the Texas Legislature, which led him to study political science at Centenary College in Shreveport, Louisiana, where he was the President of the Young Democrats. After college Carter continued his career in politics as the deputy campaign manager for a candidate running for Louisiana State Attorney General. He then moved west continuing to work with candidates, on initiatives and in lobbying. Carter became the political director for the Bailey Consulting Group and worked on the issues of tort reform and auto insurance reform, along with conducting campaign training seminars in Arizona, California, Utah, Arkansas, Louisiana, and New Jersey. Carter was born in Austin, Texas, to a family with a long tradition of public service and political activity. His grandfather, Clifton Carter, was a top aide to President Lyndon Johnson and was with Johnson aboard Air Force One when he was sworn in as President.
